DRAFT MINUTES of meeting Kirkcowan Community Council held on Monday 16th April
2018 at 7.30pm in the Lesser St Couan‘s Hall. (Posted 13th June)

As Minute Secretary was absent Mrs Baird took the minutes.
3. MINUTES OF LAST MEETING

4. POLICE Matters since March 2018
Request for assistance
Concern for person
Noise from Licensed premises – believed to be outwith their operating hours, but that was not
the case, folk in good spirits on the street waiting on taxis and other lifts home. Attempt break
in / attempt to damage harvester at the area known as Balminnoch (near the Three Lochs). A
positive line of enquiry is being followed.
Threats made and an assault took place in the area of Hamilton Crescent.
Newton Stewart Pubwatch Online Scheme
( which is open to all premises in the Mid Galloway area) has seen a further number of people
banned from licensed premises, include men and women of varying ages and there bans range
from 3, 6, 12, 22 months to a life time ban.
Reporting National Stalking Awareness Week – 16th – 20th April
Community Issues
Shop Relay Scheme was implemented when the most recent fake Irish Notes were in
circulation. Please see the most recent Facebook post on Dumfries and Galloway Police
Division to obtain information as to what the genuine Irish notes look like and what to do if
someone presents one to you as payment.
More recently we made an arrest in Stranraer when someone tendered fake notes as payment
at a local garage.

Kirkcowan Village Hall Working Group – We can help boost the Hall’s income when using
Amazon by going online via Amazon Smile. Beetle Drive next Wednesday. The committee
are planning on putting an event on every month. Singing Group going to start up.
Lights Newton Stewart Rd -still on after 6 months. Cllr McColm will look into situation.
Vodafone Mast – AG told the meeting that the decision to stop the construction of the mast
was a commercial decision. The service is poor in parts of the village. WB to contact
Vodafone.
Burst Water Pipe Station Rd– last week. Seemingly if you register with Scottish Water as
taking medication, you will be given bottles of water.
Pot holes – discussed. 2 potholes on the corner of A75 before Benfield straight. Extensive
repairs have just been done on that piece of road. £759K has been removed from the roads
maintenance budget.
Recycling – litter and fly tipping were discussed.
Litter Pick -arranged for Sunday 22nd April 2pm
Ballgreen – Business Stream are still trying to get money from the community council for
water Rates. WB asked councillors if they could check and clarify that KCC has been
removed from DG website portal as owners.
Windfarms :
Kilgallioch – Wider fund have got their Directors in place. 70 applications already been
made.
Airies – Releasing money at the end of the month.
Turbine Trophy – Suggested date 19th August. JP will speak to Caroline re date for catering.

Completed Application Forms for Funding from Kirkcowan Community Development Trust.
The following applications was submitted to Kirkcowan Community Council for approval at
their meeting 16th April 2018:-
1. Singing Group – Application for Hall Fees £96.00
Approved by Kirkcowan community Council.
Friends of Kirkcowan School – Application for funding for fete in the park. Bouncy Castle,
Table/chairs Food and Prizes. Total Project 393.70 Requested £393.70
Approved by Kirkcowan Community Council.
Glenluce Vintage Tractors – Annual event at Glenluce.
As yet we have not given to event or groups outwith the village. JP spoke to Glenluce and
New Luce who were contributing.
Total Project £4,000 Requested £500
Refused by Kirkcowan Community Council.
Once approved by Kirkcowan Community Council the applications then go to the Directors of
Kirkcowan Community Development Trust for approval.
Next meeting of Directors Wednesday 18th April.
