DRAFT MINUTES of Annual General Meeting Kirkcowan Community Council held on Monday 16th May 2017 at 7.30pm in the Lesser St Couan’s Hall.
Minutes for 16th May 2017 – AGM
Present: Mr J Paterson, Mr J Adair, Mrs W Baird, Cllr McColm, Cllr Inglis, Cllr Hagmann, Mr K Tinker, Mr P McAllister, Mrs W Wood, Mr R Drysdale, Mr M Gumersall, Mr D Harper, Ms C Wilson, Ms S Gray, Mr A Gladstone, Mrs J Sommerville, Mr Conduit, Police W Dodds.
- WELCOME BY CHAIRPERSON
Mr J Paterson welcomed everyone to the meeting. Mrs Baird took the minutes in the absence of Mrs Mortiboy.
- 2. APOLOGIES

- MINUTES OF LAST A.G.M.
The minutes of the last A.G.M. were read out and proposed by Mr P McAllister and seconded by Mr D Harper.
- POLICE MATTERS
Speed camera results from 500 vehicles going out of Newton Stewart Rd over a 3 week period. Average 31.5m/h. 50 cars were doing 50m/h. Police have been in the village between 7.30-8am.
Vandalism at Kirkland House. 2 fatalities at RTA A75 outside Ardachie farm. Drunk driver west of Kirkcowan.
New Legislation on giving alcohol to children. Stop & Search can now only be done with reason, no longer consensual. Discussed diversions when there is road closure on A75. Agreed the 4 trunk roads in Dumfries & Galloway are poorly served and are needing updated.
- TREASURER’S REPORT
The accounts for the year were presented. Proposed by Mrs W Baird Seconded by Mr R Drysdale.
6.CHAIRPERSON’S REPORT
Mr Paterson gave us a report of the events of the last year. He gave an update on monies spent in the community from Windfarm community benefit. This is £105,000
Mr Paterson thanked Councillors and office bearers for their help over the year.

Hall concert – Mr McEwan has suggested having a concert in the hall. Discussed. All agreed it was worth perusing.
Generator – A note will be put near the socket to keep those using it as to what electrics can be used.
Aries site meeting- the previous date had to be cancelled. Awaiting new date.
Mr Paterson thanked everyone for coming and the meeting closed at 8.30 pm.

Completed Application Forms for Funding from Kirkcowan Community Development Trust.
The following applications was submitted to Kirkcowan Community Council for approval at their meeting 15th May 2017:-
Kirkcowan Scottish Woman’s Institute – Application for meeting costs & expenses. Requested – £260
Request for more information. Defer to next months meeting
Friends of Kirkcowan School- Application for Summer Fair. Hire of bouncy castle, refreshments, tables & chairs. Requested £290.20
Approved by Kirkcowan Community Council.
Kirkcowan Autumn Club – Application to pay Water Rates. Requested £725. Applying for charity status and will then be exempt and would pay grant back. As had no bill in yet, will defer until next month.
Keep Fit Group – Application for hall fees. Requested £115
Approved by Kirkcowan Community Council.
Once approved by Kirkcowan Community Council the applications then go to the Directors of Kirkcowan Community Development Trust for approval.
