DRAFT MINUTES of meeting Kirkcowan Community Council held on Monday 18th June
2018 at 7.30pm in the Lesser St Couan‘s Hall.

2. Mr Paterson welcomed everyone to the meeting.
As Minute Secretary was absent Mrs Baird took the minutes.
3. MINUTES OF LAST MEETING
Accepted as correct. Proposed -Mrs W Wood. Seconded – Ms S Gray.
4. POLICE MATTERS. Following the mention of speed in Newton Stewart Rd at the last
meeting, statistics showed no injuries in the last 3yrs. There has an incident with a dog and
car. Traffic police will continue to carry out speed checks at intervals. The slow response
from the previous meeting has been dealt with. Be aware of Bogus workmen.
PLACE IN THE BIOSPHERE – Brief overview by Jona Hudson and Lynsay Forsyth.
PLACE ( People, Land, Culture, Art, Culture, Enviroment)in the Biosphere will be run across
three contrasting landscapes within the Galloway and Southern Ayrshire UNESCO Biosphere:
the Borgue Peninsula; the Wigtownshire Moors; and the Stinchar Valley. They cover two local
authority areas and were selected due to their distinctive landscape character and the desire of
local communities to engage more with their local natural and cultural heritage.
Through working with artists, writers, geologist, historian, wildlife guides etc. the Biosphere
team hope the project will uncover some of the hidden gems of the Biosphere and their
intrinsic links with the landscape that make our region so special.
5. TREASURERS REPORT – Account 1 -£123.28 Account 2- £15,080.46
Account Number 1 is the admin fund and now that we are paying hall fees it is nearly
empty. Suggested we apply to Wigtown Area Discretionary Fund ASAP. JP will contact
Wilma McDonald.
6. CORRESPONDENCE –
Data control GDPR- Discussed the reform to the existing Data Protection Act.
Councillors made aware of what information is being kept and who can access.
Community Choices Fund 2018/2019 open.
Galloway national Park Association Road Show 21st June DEHS 7pm
D&G Sustainable Development Fund – opened for the Third Round. Deadline 1st August.

Kirkcowan Village Hall Working Group – The grass is being cut 6 times a year by the
Community Action Group. Club notice boards are up. Newsletter is out. We can help boost
the Hall’s income when using Amazon by going online via Amazon Smile. Survey of the Hall
has been received and architect quotes will be requested for future plans.
Federation- Shalla Gray attended the last meeting regarding derelict properties. Empty
homes and Planning Officer were in attendance. She felt it was a productive meeting.
Home in Hamilton Crescent – it was mentioned that the garden was neglected. JP to contact
John Brodie
Concert – C McEwan would like to have a community concert. Possibly at end of the year.
School Concert – Tuesday 19th June
Village flowers – It was mentioned that the planters were needing attention. They are being re
done this week. The dry weather has held things up.
Road Sweeper – it appears that the debris picked up is being blown straight back out into the
road. Cllr McColm will look into.
Recycling – seems to be driving to quickly that the papers are coming back out again.
Community Benefit – discussion took place on bigger projects for the village.Those mentioned
being rebuilding of the hall, the land for sale at Kings garage as sheltered housing and partial
electricity payments for residents.
Turbine Trophy – Charlie McEwan said he would be happy to help with the running of the
event.
Windfarms :
Stranoch – we have been asked if we would be interested in a shared ownership of this
windfarm. The meeting declined.
Airies – Delay in payments due to DG council Legal Team.
Mr Paterson thanked everyone for coming and the meeting closed at 9.30pm.
The next meeting of Kirkcowan Community Council will be held on the 17th September at 7.30pm in the Lesser St Couan’s hall
