DRAFT MINUTES of meeting Kirkcowan Community Council held on Monday 19th November 2018 at 7.30pm in the Lesser St Couan‘s Hall

PRESENTATION SCOTTISH RENEWABLES
David Ferrier informed the meeting that a monitoring mast will be installed to ascertain if it would be economically viable to install 12 bigger wind turbines as infill.
Q ‐ Why do we need more windmills?
A – Filling in the gaps between existing windfarms.
Q – Why of UK targets only 20% achieved?
A – Still cheapest form of renewable energy.
Q – Will you use existing infrastructure?
A – Yes reuse and extend existing infrastructure and connect to existing building.
Q – Why is energy being sold to England?
A – England have different target/requirements to meet – DF indented 4 prime site in England for renewable energy but they were not developed.
The timescale for this proposal is to have an application submitted by end of 2019.

Village Hall – Invitation from Hall Committee to submit a decorated Snowman 3ft high £5 entry fee for the competition and come along on Saturday 15th December 2pm – 4pm. Hall decoration up by 1/12/18.

ion – MG reported community exchange discussed. Lampposts in Wigtown and Whitorn painted by a company in South Yorkshire – why? Cllr Hagmann stated contract awarded through procurement tender process – cheaper. Centenary of end of 1st World War good turnout WB to write and thank Police ACTION WB.
Federation Report – Attended AGM set future programme.
Flu Injection – Numerous complaints about procedure ‐ email to be sent to Newton Stewart Medical Centre Manageress ACTION WB.
First Aid – JP received email about first aid training on 12/12/18. JP to check where and what time. ACTION JP

December Meeting – Presentation from 3rd Sector.
Flowerbeds – Flowerbeds and planters are a disgrace, full of dead plants, not been good all summer. JP to speak to gardener. ACTION JP. Proposed that at the end of the current gardeners contract the work to maintain flowerbeds and planters goes out to Tender. Proposed by Jackie Mortiboy,
Seconded Shalla Gray.
Tarff Rovers – Dave, Landlord of Craiglaw Arms enquiring about starting up Tarff Rovers Football Team.
To apply for grant need to have constituted group, bank account etc. Dave to be invited to next CC meeting.
Year of the Young People 2018 – Cllr Hagmann informed the meeting that DGC have set up a youth council. 2 young people aged between 12 ‐25 elected from each ward and will work will elected members – team will meet at the Ewart every 2 months.

The next meeting of Kirkcowan Community Council will be held on Monday 17th December 2018 at 7.30pm in the Lesser St Couan’s Hall.

Turbine Trophy – Glenluce, New Luce and Kirkcowan Community Councils feel the turbine trophy has run its course think of new event. JP thought about quiz/social event but if inside suggested giving out 50 ticket to each community – this is not the idea of a community event limiting it to 50 should be an event open to all the community.
Sports Fund ‐ Received a letter from Jak Service, plays football for Queen of the South youth team and is requesting £500 for transport costs from the sports fund. All agreed, with the proof of receipts, £275 paid now and £275 to be paid next year

Sub Committee
Meeting held on 7th November discussed 4 projects –

  • Bus Depot/36 Main Street.
  • Proposed new walkways/cycle tracks, existing footpaths and park upgraded.
  • Village Hall – refurbishment or rebuild.
  • Speed reduction measures. Everyone at meeting went away with an action to carry out and report back. AG to obtain 3 quotes for upgrading Dickie Woods footpaths. ACTION AG.

The bus depot/35 Main Street became a priority for discussion/decisions.
Bus Depot/35 Main Street – Site may be bought by someone wishing to have a scrap yard.
KCC are keen to develop site and our interest is noted with A B & A Matthews. KCC cannot own land or buildings. Proposed that a valuation is carried out on both.
Proposed by Shalla Gray, Seconded by Martin Gumersell. SG to contact G M Thompson and get Valuation carried out ASAP ACTION SG.

Yoga Club – Application for hall fees. Application Request £198.00 ‐ Approved by Kirkcowan Community Council.

Pilates – Application for hall fees. Application Request £132.00 ‐ Approved by Kirkcowan Community Council.

Kirkcowan Badminton Club – Application for hall fees. Application Request £176.00 ‐ Approved by Kirkcowan Community Council.

Autumn Club – Application for electricity, insurance and Christmas party. Application Request £1,614.00 ‐ Approved by Kirkcowan Community Council.

Kirkcowan Community Council – Application for hall fees. Application Request £144.00 ‐ Approved by Kirkcowan Community Council.

Once approved by Kirkcowan Community Council the applications then go to the Directors of Kirkcowan Community Development Trust for approval.
