1. Present and Apologies for Absence – 9 Community Councillors Present, 2 Apologies received.
2. Appointment of the Chair – Andrew Gladstone was nominated by David McBain. This was agreed. Depute Returning Officer, Graeme McKie continued to Chair the meeting.
3. Appointment of the Secretary – Deborah McBain was nominated by Lesley Parker. This was agreed.
4. Appointment of the Treasurer – Hazel McWhirter was nominated by Danyel Baillie. This was agreed.
5. Acknowledge and Sign the Amended Scheme for the Establishment of Community Councils in Dumfries and Galloway as Constitution – Scheme signed by Chair and witnessed by David McBain community councillor.
6. Consider the appointment of an Independent Examiner(s) of Accounts – Montpelier would be asked to again be the Examiner of Accounts.
7. Dumfries and Galloway Community Council Overview – Depute Returning Officer, Graeme McKie, provided an overview of the role and responsibilities of community councils and DGC.
8. Consider request to Dumfries & Galloway Council for discretionary grant for the current financial year ending 31 March 2019 – Depute Returning Officer, Graeme McKie handed out the application for Discretionary Grant.
9. List of Office Bearers and Examiner(s) of Accounts to be sent to Community.Councils@dumgal.gov.uk within one calendar month of the First Meeting – Depute Returning Officer, Graeme McKie to complete and return information.
10. Consider the process for the Co-option of a Community Councillor or Associate Members in terms of the Amended Scheme for the Establishment of Community Councils in Dumfries and Galloway –no vacancies as community council at maximum number, associate members to be considered at future meeting.
11. Consider the appointment of any Sub-Groups – to be considered at a future meeting.
12. Consider the production of Certified Statement of Assets and Liabilities of former Community Council as appropriate – to be completed by previous treasurer.
13. Consider Public Liability Insurance cover provided by Dumfries and Galloway Council – noted that Dumfries and Galloway Council provide blanket public liability insurance cover but that any specific events etc would require to be insured direct by the Community Council themselves.
14. Agree Dates, Times and Locations for Ordinary Meetings of the Community Council – noted meetings are 3rd Monday of month except January, July and August at 7.30pm in St Couan’s Hall, AGM in April.
15. ANY OTHER COMPETENT BUSINESS.
KILLGALLIOCH WIDER FUND – A discussion took place regarding the Killgallioch Wider Fund and how this is made up. It was also mentioned about nominations and who was to be nominated.
Andrew Gladstone is to speak to John Patterson and full clarity will be given at the next Community Council meeting when nominations will also take place.
DEVELOPMENT TRUST – A question was raised of how long members stay on the trust for?
Andrew Gladstone informed us that he would clarify with John Patterson and inform us at the next CC meeting. Nominations of Directors of KCDT Ltd was also a discussion and it was decided that David McBain would temporary take the position. Seconded by Lesley Parker.
The next KCDT meeting will be Wednesday 23rd October at 7.30 in the community hall.
DEVELOPMENT OFFICER – Andrew Gladstone informed us that a new development officer has been appointed for 2 days a week. We will be informed at the next meeting who has been appointed for this position.
AIRIES – A question was put to Graham McKie from Mr Hall on who gets 50% of Airies? Graham McKie replied DGC.
Andrew Gladstone thanked everyone for coming and the meeting closed at 8.25pm
The next meeting of Kirkcowan Community Council will be held on Monday 18th November at 7.30pm in the Lesser St Couan’s hall

Application request £198.00
Approved by Kirkcowan Community Council.
Once approved by Kirkcowan Community Council the applications then go to the Directors of Kirkcowan Community Development Trust Ltd for approval.
Next meeting of Directors is Wednesday 23rd October 2019.
