Community Council AGM – 16th May 2016

Minutes of Annual General Meeting Kirkcowan Community Council held on
Monday 16th May 2016 at 7.30pm in the Lesser St Couan‘s Hall.

Present: Mr J Paterson, Mr J Adair, Mrs W Baird, Cllr A Geddes, Cllr J McColm, Mr G McKie,
Mrs J Mortiboy, Mr P McAllister, Mr D Harper, Mrs R Rudd, Mrs M Cripps, Mrs J Sommerville,

1. Mr Paterson welcomed everyone to the meeting.
2. APOLOGIES: Cllr G Nicol, Miss C Wilson, Mr R Drysdale, Mr D McKenzie, Mr K Tinker
3. MINUTES OF LAST MEETING: The minutes of the last AGM were read out. Accepted as a
true and correct record. Proposed ‐ Mr P McAllister. Seconded – Mr D Harper.

4. POLICE MATTERS: P C Chloe Ellis informed the meeting that the traffic officers were in the
village recently between the hours of 7.30am and 8.30am. In that time 17 cars went through
village and 3 were exceeding the speed limit and given a warning. Reports of gates being left
open, users informed and this has now stopped. Reports of bogus callers contacting people – do not give out any information – take their name and number and state you will call the company back.

5. TREASURERS REPORT: The audited accounts for the year were presented.
Current Account £ 809.50 Sports Account £ 4621.26 Windfarm Account £ 8003.18
Petty cash in hand £18.11. Still outstanding donation of £50 to be sent to Rotary Club and
Insurance. Proposed – Mrs W Baird. Seconded Mr M Gumersell.

6. CHAIRPERSON’S REPORT: Mr J Paterson reported to the meeting on the events of the last
year. He gave an update on the windfarm projects. Stated that the Federation of Community
Council’s AGM was to be held on 3rd June 2016 7.30pm at Wigtown County Buildings anyone
interested in going are to inform Mr M Gumersell. Mr J Paterson thanked Councillors, Police,
office bearers, committee members and the general public for their help and attending the
meetings.

Flower Boxes – Mr J Paterson informed the meeting that the flowers were being delivered on
Thursday (19th). 3 estimates were obtained for the concrete bases and approved by the
Directors.

Instrumental Lesson Charges – Ms S Gray has received a letter from Dumfries and Galloway
Council stating that if any child wishes to have music lesson the cost will be £200 over the school year payable at £20 per month for 10 months, starting on 1st September 2016. Cllr Geddis stated there is a petition to sign which has been started on line. He also requested Mr M Gumersell to speak to Nick Walker prior to the meeting on 3rd June.

Kirkcowan Village Hall – A meeting is arranged for 30th May 2016 at 7.30pm at the hall, to set up a working group to investigate the possibility of the community running the village hall. Cllr Geddis pointed out that certain halls were not being offered to communities to run e.g. Wigtown County Buildings and McMillan Hall. The council should be offering all community/village halls for take over.

Park – John Brodie has been in touch with the manufacturers of the seasaw, to date had no
response. Mr J Paterson stated the two lights are still not working correctly. Mrs W Baird
reported this to John Brodie after the last KCC Meeting.

Queens Celebration – The question was asked if KCC will be holding any celebrations for the
Queen on 12th June 2016. Nothing has been arranged, suggestions invited.

Battle of the Somme – Cllr Geddis suggested that KCC should commemorate the 100th Anniversary of the Battle of the Somme 1st July 1916 to 18th November 1916. Nothing has been arranged, suggestions invited.

Approved Projects for Funding from Kirkcowan Community Development Trust –
1. Kirkcowan Angling Club – Requesting an initial 3 year lease on Craiglaw and Shennanton
Rivers, plus Legal fees, Insurance and admin costs comes to a total of £9,870. ‐
Application request is for £9,120 – APPROVED

Mr Paterson thanked everyone for coming ‐ The meeting closed at 8.15pm.
The next meeting of Kirkcowan Community Council will be held on Monday 20th June 2016 at
7.30pm in the Lesser St Couan’s Hall.

Completed Application Forms for Funding from Kirkcowan Community Development Trust
The following applications were submitted to Kirkcowan Community Council for approval at their
meeting on 16th May 2016:‐
1. Autumn Club – Application for water and sewage charges £362.81 – APPROVED
2. Church – Application received from Church Members for renewal of timber bell supports
at a cost of £2320.00. In abeyance at least one more quote required.
Once approved by Kirkcowan Community Council the application then goes to the Directors of
Kirkcowan Community Development Trust for approval.

Next meeting of Directors Tuesday 17th May 2016.
