DRAFT MINUTES of meeting Kirkcowan Community Council held on Monday 19th December 2016 at 7.30pm in the Lesser St Couan‘s Hall

Present: Mr J Paterson, Mr J Adair, Mrs W Baird, Cllr J McColm, Mrs J Mortiboy, Mrs A Dabner
W. Dodds (Police), Mr D McKenzie, Mr R Drysdale, Miss C Wilson, Mr D Harper, Mr D Conduit,
Mr M Gumersell, Mrs J Sommerville, Mrs H McWhirter, Mr G Mortiboy, Mr C McEwan, Ms S Gray
and Mr A Gladstone.

1. Mr Paterson welcomed everyone to the meeting.
2. APOLOGIES: Mrs R Rudd, Mrs W Wood, Mr P McAllister Cllr A Geddes and Cllr Nicol
3. MINUTES OF LAST MEETING: Accepted as a true and correct record.
Proposed ‐ Mr M Gumersell. Seconded – Mr D McKenzie.
4. POLICE MATTERS: W Dodds present. No reported crimes in the village. Bogus callers still a
problem. New scam is a card posted through letterbox with a high premium telephone number
on it regarding a parcel, people getting charged high amounts to call. People who are living in
Barhoise Farm walking along Newton Stewart Road in dark clothes not very easy to see, Police
asked to have a chat with them.
5. TREASURERS REPORT: Balance £ 622.02
6. CORRESPONDANCE:
• D&G Participatory Appraisal Network training
• Online survey – forwarded by Mrs W Baird to be completed by Wednesday 21st Dec 16.
• Community Council Review – Electronic updated Mrs W Baird to complete.
• Email received regarding defibrillator – Mr J Paterson getting prices Jan 17.

ACOB
Christmas – All organised for Church Service. Tree lights and star on the Church are in place and all working.

Federation Report – Nick Walker not available for an emergency meeting ‐ email to contact them – josaf.coombey@dumgal.gov.uk. extending till 6/1/17. Discussed closure of Garlieston School
only 14 pupils attend. Discussed closure of Whithorn Police Station.

Resilience Team – Mr J Peterson thanked everyone who turned out for the Resilience Team
dummy run on Sunday 4th December at the school. The 3 phase socket at the hall is the wrong
size. DGC to amend.

Accounts – Kirkcowan Community Council wish to combine their Tarff Rovers Account and W
Jesson Account. Proposed – Mr J Adair. Seconded – Mr M Gumersell.

Broadband – 95% of households should have high speed broadband by 2017 and 100% by 2021.
Have Communities paid to have cabinets installed and their Broadband upgraded? No one at the meeting was aware of this.

Mobile Phone Reception – Extensive programme of upgrading to be carried out. Kirkcowan had a petition to refuse a mast several years ago.

Site Visit – Airies Wind Farm – Site visit to be organised in the Spring. 5 Turbines complete by
5/12/16 remainder by end February 17.

Shennanton Wind Farm – Gone to Appeal ‐ Update on progress should be end November 16.
Annabaglish Wind Farm – Initially 27 Turbines now reduced to 14 – Planning submitted.

Community Benefit Funding Update – £50,634.11 been granted for projects so far. Application
Forms available from Machars Action or Mr J Paterson.
