Minutes of meeting Kirkcowan Community Council held on Monday 14th December 2015 at 7.30pm in the Lesser St Couan‘s Hall.

Mr J Paterson referred this question to Cllr A Geddes who suggested items such as the generator and container plus all equipment and apparatus used for Community Resilience require a value.

Planned road closure U165W – from 06.01.16 to 31.12.16 for construction of Aries Windfarm.
Winter Treatment Routes – Can be viewed on Council’s website.
D&G Small Communities Housing Trust – AGM on Tuesday 15th December 2015, 5pm at Castle Douglas Community Centre. Cllr A Geddes suggested that it might be worthwhile to have someone from the trust do a presentation. Other areas where Windfarm money has been given to communities has been used to build housing for local people.
Local Policing Public Survey for D&G – visit website to complete survey. Mr M Gumersell has reported to the meeting that went online and completed the survey.

Kirkcowan Youth Group – Thank you letter for the donation. Money was used to take Kirkcowan Youth Group to the Christmas Pantomime in Newton Stewart.

Kirkcowan School – Letter requesting money to help towards their transport costs to and from organised activities and events.
Shennaton Windfarm – Mr J Paterson has received a letter from MP asking why the Community Council did not comment in regard to the recent planning application. Mr J Paterson phoned and spoke to secretary stating that Kirkcowan Community Council wished to be impartial to the application, as the wife of the applicant was in the Mother and Toddler Group and they are part of Kirkcowan’s resilience team.

Open Meeting – A meeting has been organised for 1st February 2016 at 7pm in St Couan‘s Hall for everybody to attend. It is to get ideas on what to spend the windfarm money on. People will be asked to write their ideas on a piece of paper and place them on a table for consideration. McNabb Laurie will be present to advise on what the money can be spent on and what it cannot be spent on. The meeting will be advertised in the shop window, it will be on Kirkcowan’s Website, Facebook and on a flyer that will be distributed throughout the village by the older children at Kirkcowan Youth Group nearer the time.
Federation Meeting – Mr M Gumersell attended and reported that it was disappointing that only 4 Community Council’s were represented. Mr M Gumersell felt it was a good way to share information, discuss and sort problems that other community councils have experienced and hopefully help others. NHS dentist in Newton Stewart medical centre was briefly mentioned and will be discussed again at the next meeting.
Machars Action – Mr M Gumersell attended meeting and reported that the financial report was passed. There was a discussion on community exchange matters and what different communities are doing.
Care Plan – Mr J Paterson, Mr M Gumersell and Mrs J Mortiboy attended a meeting in Stranraer of Dumfries and Galloway Council and NHS. Main topic of discussion was proposals to re-design mental health services. A petition of 3200 signatures was handed to NHS Chairman in relation to re-opening Darataigh mental health unit in Stranraer, which was closed due to boiler failure. Many at the meeting felt Midpark Hospital in Dumfries was too far for relatives/friends to travel. NHS dentist in Newton Stewart will be discussed at the next meeting.
Resilience Team – A grant has been received from DGC. New jackets and equipment ordered awaiting delivery. Rota for running generator throughout the year has been drawn up.
Dog Mess – Mrs R Rudd complained that dog mess is round in Meadow Park. Dog Warden to be contacted again. If anybody seen with a dog and not picking up the mess then they need to be reported.
Christmas
- Mr J Paterson thanked the relevant people for organising and installing the new Christmas tree lights and the Church Star.
- Church Service – 24th December 2015 at 6.30pm, Santa will pay a visit and there’s gift for the Children. Miss C Wilson will ask school to put this in their newsletter.
- Christmas Choir – Very good performance.
- Santa’s Sleigh Visit – In Kirkcowan on 16th December 2015 at about 6pm.
EGM – Adopt Constitution. Mr J Paterson asked if anybody had any objections. No objections therefore adopted. Proposed – Mr D Harper. Seconded – Mr M Gumersell.
Mr J Paterson and Mr J Adair filled in and signed the adoption and approval certificate.
Mr Paterson thanked everyone for coming and wished everyone a Very Merry Christmas.
The meeting closed at 8.35pm.
